Mark A. MacDougall — Vice President and Secretary, SMECO Solar LLC; Senior Vice President, External Affairs and General Counsel, Southern Maryland Electric Cooperative, Inc. (SMECO). SMECO Solar LLC is a wholly-owned subsidiary of the Cooperative.
MacDougall has been employed as a vice president with the cooperative since 1998. He is responsible for SMECO’s legal, regulatory, government affairs, member/employee communications, media relations, environmental, property rights operations. He has significant experience in rate regulation, financing, and community relations and is a key participant in the cooperative’s strategic planning and power supply development processes. Prior to joining SMECO, he was the Associate General Counsel of Regulatory and Rates with Baltimore Gas and Electric Company, and had held positions of increasing responsibility in the areas of law, finance and accounting with BGE.
MacDougall holds a juris doctor from the University of Maryland School of Law, a master of business administration from the University of Maryland at College Park, and a bachelor of science in accounting from the University of Maryland at College Park. He is admitted to practice law in the Court of Appeals of Maryland.
